§ Sir T. DugdaleI have no powers to compel commoners to keep their commons in good condition once they are de-requisitioned, and common land cannot in the normal way be fenced or cultivated. For that reason commons are de-requisitioned in grass. The commoners can, however, maintain and improve the grazing by voluntary co-operation, and I hope that many will do so.
