asked the Secretary of State for the Colonies if he is aware that Kikuyus have been imprisoned for failure to take an oath of allegiance and to wear an armlet bearing a number and his or her photograph; under what emergency regulation this action has been taken; and what are the maximum penalties which can be imposed.

There are no emergency regulations requiring Kikuyu to take oaths of allegiance or to wear armlets bearing numbers or photographs and no Kikuyu has been imprisoned for failure to do so.
