asked the Secretary of State for Scotland whether he has studied the Third Report of the National Parks Commission; and whether he will introduce legislation for the setting up of national parks in Scotland in the interests of the Scottish tourist industry.

I regret that I cannot say when it will be possible to introduce legislation for the setting up of National Parks in Scotland. In the meantime, consideration is being given to the various types of developments which may be carried out in the suggested areas under existing powers. The problem of access to the countryside is, of course, not nearly so acute in Scotland as in England because of the difference in the law of trespass between the two countries.
