Williamsasked the Secretary of State for Foreign Affairs why the appointment of Lieut.-Colonel Alexander Curie as Her Majesty's Consul for several provinces in Ethiopia, with effect from 6th January, 1952, was not published in the "London Gazette" until 1st December, 1953; and how far this was dependent on the Royal Assent to the Royal Titles Act, which was given on 26th March, 1953.
§ Mr. NuttingPromulgation of a consular appointment in the "London Gazette" can only take place after the issue of the Queen's Commission but a consular officer can perform his duties, with the consent of the Government concerned, before his Commission issues.
109WLieut.-Colonel Curie's commission was delayed first because work on the preparation of commissions was interrupted by the need to issue new Letters of Credance on the Accession of Her Majesty the Queen, and, secondly, because of a revision of consular districts arising from the federation of Ethiopia and Eritrea.
The delay in this case was in no way connected with the Royal Assent to the Royal Titles Act.
