asked the President of the Board of Trade how far, under the new building licensing arrangements for 1954, it will still be necessary to apply to his Department for industrial development certificates.

The statement made by my right hon. Friend the Minister of Works on 30th November referred only to arrangements for building licences. The Board of Trade's responsibility under Section 14 (4) of the Town and Country Planning Act, 1947, and Section 12 (4) of the Town and Country Planning (Scotland) Act, 1947, for certifying that industrial building developments can be carried out consistently with the proper distribution of industry remains unchanged.
