asked the Chancellor of the Exchequer what steps are being taken to prevent British capital being invested in Panamanian ships which do not conform to the international regulations and are, therefore, in an advantageous position in the competition which exists in the cargo-carrying industry.

Any application for the investment of British capital in Panama shipping would have to be considered on its merits.
