Member was adopted to enable the Admiralty, at their discretion and in respect of promotions dependent on service, to treat officers re-employed from the retired and emergency lists under the same rules as those which govern officers whose service on the active list has been continuous. It does not convey entitlement to promotion to any group of re-employed officers without regard to the circumstances of their case.
If the hon. Member has branch list officers particularly in mind, he will like to know that earlier this month rules were issued to govern their promotion under the Regulation quoted.
