asked the Secretary of State for the Home Department if he will introduce legislation to enable him to make regulations to ensure the safety of members of the public attending floodlit football matches.

At the instance of the Home Office, the attention of the clubs concerned has been drawn by their national associations to the importance of taking measures for the safety of spectators attending floodlit football matches, in particular by installing emergency lighting. I have no information to suggest that the clubs concerned are failing to take precautions, and on present information I see no grounds for legislation in the sense suggested by the hon. Member.
