asked the Secretary of State for the Colonies what parts of the Dalgleish Report have been implemented by the Government of Northern Rhodesia.

Those parts of the Report concerned with advancing the African worker in the mining industry can be implemented only with the agreement of all parties concerned, which has not so far been forthcoming. In the sphere of Governmental action (e.g., in developing technical training and trade testing facilities and wage-fixing machinery) there has been good progress.

Some of the Commission's proposals about better housing and consolidated wages for higher grade African workmen were embodied in an agreement between the African Mineworkers' Union and the employers in 1949.
