asked Her Majesty's Government if they will consider setting up a Royal Commission to examine the problem of insanity and the criminal law.

THE LORD CHANCELLOR

This is a problem which has been under examination by the Royal Commission on Capital Punishment appointed in 1949. Her Majesty's Government expect that the Royal Commission will include observations on the problem in their Report, which is likely to be available within the next few months; and in the circumstances they do not consider that any occasion arises for appointing a new Royal Commission with the particular function suggested by the noble Lord.
