asked the Secretary of State for Scotland whether Swedish-controlled cultivation category seed is eligible for consideration for use as foundation seed under his Department's oats certification scheme.

No. Swedish seed oats admitted to the scheme are confined to certified Svalof Original Seed obtained direct from the raisers in Sweden, the Svalof Plant Breeding Station, and it is proposed to maintain this restriction. Swedish seed oats of the "controlled cultivation" category may of course be imported and sold to growers in this country in competition with home-grown seed oats certified under the Department's scheme.
