§ Mr. Braineasked the Secretary of State for the Colonies if he is now able to make a statement on constitutional reform in Hong Kong.
§ Mr. LytteltonYes. The Governor has been authorised to introduce legislation to increase from two to four the number of elected members on the Urban Council, on which there is already a majority of unofficials. After consultation with the Governor I have decided that the present time is inopportune for other constitutional changes of a major character.
