§ Sir T. DugdaleOver 90 per cent. of this expenditure arises from annual contributions towards the losses incurred in providing small holdings for ex-Service men of the First World War under the Land Settlement (Facilities) Acts. These contributions cannot be reduced except as and when the original loans raised by local authorities are paid off and loan charges cease.
