§ Mr. LytteltonThe Hong Kong Workmen's Compensation Bill has not yet been passed, but work on the final draft is nearly finished. It is hoped to launch the scheme with the establishment of district courts, which is proposed for next January. At present, payment of compensation for industrial accidents is voluntary, but very few employers decline to pay.
