§ 51. Mr. Lewisasked the Minister of Transport if he is aware that it is possible for people who have never driven a road vehicle and never passed a road driving test to obtain a full licence to drive any vehicle allowed on the road under the Road Transport Act; and what action he proposes to take to make certain that these people are capable of passing a driving test before issuing them with a driver's licence.
Mr. BraithwaiteThis is only possible in the case of persons who held a driving licence before the 1st April, 1934, and my right hon. Friend thinks that the risk that such persons will start driving now with no previous experience is too remote to justify an amendment of the law.
