§ Mr. LytteltonNo explicit assurances of this kind have been given. Surrendered terrorists have often co-operated with the Government in encouraging their comrades to follow suit and the High Commissioner is satisfied that practical examples of this kind carry more weight than general assurances which could only be in the broadest terms.
