§ Mr. Boyd-CarpenterOn 1st October, 1951, there were 685,447 non-industrial civil servants. On 1st January, 1952, the last date for which complete returns are at present available, there were 688,435. Preliminary returns for the 1st April, 1952, indicate that the number on that date was about 684,000.
