§ Mr. LytteltonThe statutory machinery is designed to meet the need for regulating wages where it is not yet met by voluntary methods. I am satisfied that, in determining minimum rates below which wages must not fall, the wages boards effectively contribute towards better living conditions, and also provide valuable training for the the development of voluntary organisations.
