§ Mr. EcclesThe only Government building in Edinburgh which is floodlit on special occasions is the Castle. This is so outstanding that I do not think that anything is to be gained by floodlighting other Government buildings, which might detract from the effect. It is not proposed to floodlight Government buildings in provincial cities either in England or Scotland.
