§ Mr. J. FosterProgress towards the selection of a chief for the Bamangwato tribe has been interrupted by the outbreak of disorder about which I made a statement to the House yesterday. The restoration of law and order is now the first essential. My noble Friend is advised, however, that there is reason to hope that once law and order have been re-established in the Reserve the great majority of the tribe, who are moderate, loyal and peaceable, will turn to the essential business of selecting a new chief.
