The general practice is to make118W compulsory purchase orders only where this course is decided to be necessary in order to facilitate the development of the new town. But I want to assure my hon. Friend that I do not wish to see leasehold the only form of land tenure in a new town, and I am taking steps, if Parliament agrees, towards this end.
