asked the Secretary of State for the Colonies what estimate he has made of the reasons for the greater number of instances of corporal punishment for offences in Tanganyika as compared with other Colonies.

As the hon. Member knows, conditions in African territories vary widely and I do not think that the best approach to this problem is by comparison between them. It must be dealt with in the light of conditions in Tanganyika.

One major reason for the number of corporal punishments there is the extent of cattle theft and the importance attached by public opinion, especially African opinion, to its being dealt with by this kind of punishment.
