§ Sir T. DugdaleWhen the Report was published, my predecessor announced that he was arranging for discussion of its main proposals with the interests concerned before he reached conclusions on policy. These discussions are likely to continue for some time, and I am not yet in a position to decide whether or not legislation should be introduced.
