§ 66. Mr. J. Hyndasked the Secretary of State for the Colonies what progress has been made in the establishment of the Whitley Council for Civil Service staffs in Kenya; and whether the council is now functioning in regard to the various claims for improvements in the conditions of employment within the various racial categories.
§ Mr. LytteltonThe Whitley Council is not yet functioning. A constitution for a proposed Whitley Council was drawn up in July last year in consultation with the staff associations, but there has been subsequent discussion with staff associations about the functions of the proposed Council and no final conclusions have yet been reached.
