Major Hicks Beachasked the Minister of Housing and Local Government whether he will take steps to review Section 42 of the Local Government Act, 1948, with a view to ensuring that when new assessments on existing premises are made the alteration in the rates payable should only operate from the date of such new assessment and not retrospectively.
