§ Commander NobleAs I told the House when I wound up the debate on the Navy Estimates on 7th March, 1952, the possibility of introducing the system of task forces as a means of reducing the length of foreign service has been under examination for some time. It is a problem of great complexity, and I regret that I am not yet able to say what will be the final outcome.
