asked the Minister of Health if he is aware that when old age pensioners come under the residential care of the welfare service department of a local authority, the whole of a pension awarded to them for the loss of a son killed in action is taken into account towards maintenance; and what action he proposes to take to alter this.

Yes. Resources to be disregarded in whole or in part in assessing a person's ability to pay are specified in the Second Schedule to the National Assistance Act, 1948, and legislation would therefore be required to alter the position.
