asked the Secretary of State for War whether he will permit members of the Forces to retain part-worn clothing, in view of the fact that the clothing allowance is seldom sufficient to cover the loss of value on exchange.

I see no reason for a change in the existing practice. I cannot accept my hon. Friend's contention that clothing allowance is insufficient, since this allowance has been substantially underspent by the Army as a whole in each of the years since it was re-introduced.
