asked the Minister of Civil Aviation what estimates he has as to the respective costs of land runways for aircraft and sea-berths for flying boats.

Not enough evidence exists to enable me to make an accurate comparison between the cost of an aerodrome suitable for modern transport aircraft and that of a comparable flying boat base. There are few sites which could be economically adapted for flying-boat operations, and the data at my disposal suggests that, in general, development of a flying boat base would be the more expensive.
