§ Mr. Higgsasked the Minister of Housing and Local Government whether he will undertake that any changes which he may introduce in the incidence of development charge upon the building of dwelling-houses shall be retrospective, so that those who are now ready to start building may proceed without fear that they will thereby lose the benefit of any such changes.
