Mr. Higgs

asked the Minister of Housing and Local Government whether he will undertake that any changes which he may introduce in the incidence of development charge upon the building of dwelling-houses shall be retrospective, so that those who are now ready to start building may proceed without fear that they will thereby lose the benefit of any such changes.
