asked the Secretary of State for Scotland what is the Government's policy as regards the building of halls in small towns and villages in Scotland.

As my right hon. Friend the Chancellor of the Exchequer announced on 7th November no building except housing and other work which is exceptionally urgent in the national interest can be started during the next three months. The position will be reviewed as soon as circumstances permit.
