106. Mr. Anthony Greenwood

asked the Minister of Housing and Local Government what steps are taken to prevent vessels in the Port of London discharging black smoke in unreasonable quantities and so polluting the atmosphere.

Mr. H. Macmillan:

The Port health authority is the Common Council of the City of London. Their inspectors, who patrol the river, require the master of any ship which is discharging smoke too heavily to abate the nuisance. In exceptional cases the authority can take proceedings.
