asked the Secre- of State for the Home Department whether he will include in his instructions and advisory circulars to the police in respect of whist drives a direction or recommendation that differentiation should be made in the treatment of whist drives where money voucher prizes are given if such prizes are not a cloak for gambling of a serious kind.

My predecessors have given certain advice of a general character to the police on this subject. I am in agreement with that advice, but it is not within my province to give detailed directions as to the particular circumstances in which proceedings should or should not be taken. The decision in each case must be taken by the responsible chief officer of police.
