Surgeon Lieut.-Commander Bennett

asked the Secretary of State for War why envelopes marked, "On His Majesty's Service, War Office, Urgent, by Special Messenger," and, "Answers to Questions," used by his Department, bear also an inscription, "Penalty for Private Use to Avoid Payment of Postage, $300."

These envelopes were obtained from United States sources either during or immediately after the war. The original inscriptions "War Department," "Official Business" and "Penalty for Private Use to Avoid Payment of Postage, $300," have been deleted by overprinting, and the new markings to which the hon. and gallant Member refers have been added.
