§ Sir H. ShawcrossSecondhand sacks and bags are normally used for the collection of waste paper. They are not subject to allocation, but I am aware that there is keen competition for them. Those responsible for collecting waste paper should, however, be able to secure their requirements through normal trade channels. Owing to the shortage of new sacks, I should not be justified in diverting them from the essential purposes for which they are at present being used.
