asked the Financial Secretary to the Treasury what was the reason given by the Inter-Departmental Scientific Panel when they advised the Treasury to state a minimum age limit of 21 years for entry to the competition for scientific advisory posts in the Civil Service.

I assume that the hon. Member intended the question to refer to the competition for recruitment to the grade of scientific officer. This grade is recruited from graduates and, therefore, a minimum age of 21 seemed reasonable.
