asked the President of the Board of Trade whether, in view of the shortage of imported pulp, he will renew more urgently his appeals for the salvage of waste paper.

There has already been an encouraging response on the part of local authorities to the appeal which I launched in December last. I am, however, considering steps to draw the attention of the few urban districts which are still not co-operating fully to the urgent need for the resumption and expansion of their collections. When we are satisfied with the numbers of local authorities collecting and the efficiency of the services, I shall consider a direct appeal to the general public.
