asked the Secretary of State for the Commonwealth Relations what were the conditions imposed by the European Co-operation Administration which prevented the Southern Rhodesian Government from accepting aid in connection with the improvement of outlets to the east coast of Africa.

I regret that I am unable to furnish the information desired since this matter has been the subject of direct negotiation between the European Co-operation Administration on the one hand, and the Southern Rhodesian and Portuguese Governments on the other.
