Noel-BakerIn 1948 the National Coal Board and the distributive trade agreed about the procedure to be followed by any merchant who desired to complain about the quality of the coal which he received; and every merchant was told what he should do. At my request, the matter was discussed again 113W last year, and in October arrangements were made for a more liberal application of the plan. These arrangements have worked well, but if the hon. Member will let me know of any case where things have gone wrong, I will be happy to inquire.
