Mr. Nigel Daviesasked the Chancellor of the Exchequer whether he is aware that resentment is felt by foreign nationals who have capital blocked in this country which they cannot spend even when they visit the U.K.; and whether he will make provision that in future such individuals will be allowed to spend the money which they possess freely within the sterling area.
§ Mr. GaitskellTo allow foreign residents to spend blocked capital freely would mean that a large part of our dollar earnings from tourism would be devoted to the repayment of capital. We cannot afford this yet.
