asked the Minister of Fuel and Power whether he is aware that rebates are to be given to firms and businesses who, because of power cuts and fuel economy, do not use the minimum quantity of electricity specified in their contracts; and whether some rebate can be given to households who reduce their own consumption of electricity substantially compared with past years.

As I said in reply to the hon. Member for Bromsgrove (Mr. Higgs) on 26th February, I understand that the area electricity boards are giving sympathetic consideration to any application for a minimum guarantee to be suspended during the period of the present fuel economy campaign. This applies to domestic consumers as well as to firms and businesses. Other domestic consumers who reduce their electricity consumption will automatically reduce their bills. The question of giving them an additional rebate would be a matter for the area boards, who would have to take into account the administrative and other difficulties involved.
