20. Mr. Mulley

asked the Postmaster-General why and by what authority dogs are excluded from some post offices; what objection there is to admitting them if under proper control; and, in view of the inconvenience caused to dog owners, if he will cause those postmasters who now refuse admission to persons accompanied by dogs to remove this restriction provided that the dogs are kept under proper control.

To prevent disturbance to the public and to avoid nuisance, local controlling officers have discretion to refuse to admit dogs. The arrangement is of long standing, and safeguards the interests of the public and the staff.
