asked the Secretary of State for Foreign Affairs whether he is now in a position to make a statement on the procedure regarding the exercise of clemency in respect of war criminals in Germany.

His Majesty's Government have decided that there should be a change in the procedure at present in force regarding the general power of clemency in respect of war criminals condemned by British military courts in Germany which has, during the past two years, been exercised by the United Kingdom Military Governor or High Commissioner in Germany. In future this power will be exercised on my advice. Similar arrangements are being made in regard to Austria.
