§ Mr. GaitskellYes. But the assurance to which my hon. Friend refers related specifically to the reduction in price in 1946 from 1s. 6d. to 1s. 3d. and I am satisfied that it cannot possibly be regarded as binding the League to keep the minimum charge at 1s. 3d. indefinitely despite changed conditions. I therefore do not consider that I should on that account be justified in increasing the duty which was reduced in 1946.
