It is the practice of the Ministry of Works to seek competitive tenders on a fixed price basis, from a limited number of selected firms. This is in accordance with the conclusions of the Central Council for Works and Buildings which reported in 1944 on the placing and management of building contracts, and those of the Working Party on the Building Industry in 1950. The use of the cost plus system cannot be avoided altogether but it is only resorted to in very exceptional circumstances.
