§ Mr. J. GriffithsI am unable to trace the recent reports to which the hon. Member refers. The question has, however, received careful consideration from time to time, and the conclusion has been reached that an appointment of this nature is not the best method of achieving the purposes which the hon. Member no doubt has in mind.
