§ Mr. Ernest DaviesNo. If this practice were discontinued it would be necessary to revert to the former practice of requiring every passport application to be signed by a qualified recommender to whom the applicant is personally known, and applicants would be deprived of the advantage of the convenient alternative of having their identity established at the Passport Office or labour exchange by producing their National Registration Identity Card.
