WilleyThere are many practical difficulties in a scheme of this sort, and I am satisfied the work involved, both for traders and for my own Department, would be out of all proportion to the benefits. Sugar is not the only ingredient in sweets, and I think people overestimate the amount of sugar they could hope to get out of an arrangement of this sort.
