§ Mr. WebbAlthough sugar production has increased in non-dollar areas, non-dollar supplies are still only sufficient to220W maintain the ordinary ration, recently increased to 10 oz., the existing monthly bonuses, and present allocation rates to manufacturers. In these circumstances, I do not think that I should be justified in increasing sugar allocations to sweet manufacturers sufficiently to enable sweets to be de-rationed.
