asked the Secretary of State for Foreign Affairs whether he is satisfied that the scientific expedition despatched by the Argentine to the South Antarctic regions is not in breach of the Agreement of 20th November whereby the Argentine, Chile and the United Kingdom agreed to restrict naval movements in Antarctic waters.

Yes. The Argentine expedition is reported to have sailed in a merchant vessel, the "Santa Micaela," whereas the tripartite naval declarations, the text of which was circulated in the OFFICIAL REPORT for 12th February, restricted only the use of warships in excess of those customarily employed in the area.
